Governor Whitmer Rescinds Safer at Home Order
Executive Order 2020-110 Moves Michigan to Phase Four of the MI Safe Start Plan

This afternoon, Governor Gretchen Whitmer issued Executive Order 2020-110, rescinding her Safer at Home order and moving the entire state to phase four of the MI Safe Start Plan. This order opens such businesses as retailers (June 4) and restaurants (June 8), both subject to capacity limits. Michiganders must continue to wear facial coverings when in enclosed public spaces and should continue to take all reasonable precautions.

How Does This Affect Chiropractic? Chiropractic Massage?
This new order does not affect the guidance we have been offering regarding chiropractic and chiropractic massage:

  • Chiropractors have the ability to perform massage (under their scope), delegate it (under delegation authority in the Public Health Code) and are designated essential health care workers during this pandemic (via Executive Order).
  • Chiropractors can utilize their clinical judgment to determine when a medically necessary massage is needed.
  • Massage is allowed, if:

               - It is associated with a diagnosis coming from an examination
               -
It is part of a treatment plan for that diagnosis, with achievable goals to improve the condition diagnosed
               -
Proper documentation guidelines are followed, and
               - I
t is performed in a health care setting

  • All possible safety and prevention recommendations required under Executive Orders are still required to be followed.

Did You Get a PPP Loan? Use Accounting Software in Your Practice?
Check with Your Vendor – They May Have PPP-Specific Resources Available

If your office uses an online or other accounting software program, and you got a loan through the Paycheck Protection Program (PPP), be sure to check with your vendor to see if they have PPP-specific resources available to help you track, document, and support loan forgiveness under the program. Some vendors, are offering such resources as a loan forgiveness estimator and PPP-specific expense and payroll reports. Intuit's QuickBooks, for example, offers users access to their Paycheck Protection Program (PPP) Center, so be sure to check with your vendor/software.
