State of Michigan Executive Order 2020-20: "Non-Essential Personal Care"

On March 21st, the State of Michigan issued an Executive Order (2020-20) that clarifies the closing of facilities offering "non-essential personal care services," including such services as "hair, nail, tanning, massage, traditional spa, tattoo, body art, and piercing services, and similar personal care services that require individuals to be within six feet of each other."

According to the order: "This does not include services necessary for medical treatment as determined by a licensed medical provider."

Since all the other things the EO specifically mentioned (hair, nail, tanning, spa, tattoo, body art and piercings) couldn’t possibly be medically necessary, our interpretation is that this would certainly mean that massage would still be allowed, as long as it is "necessary for medical treatment as determined by a licensed medical provider."
